Collective Authority

I just picked up the 9/11 Commission's report. Sean told me it was remarkably well written, nearly like a novel. So far I've just been paging around inside it, but I've already found a number of excellent formulations like this one (from p.95 of the Norton, if you're interested):

The Department of Defense is the behemoth among federal agencies. With an annual budget larger than the gross domestic product of Russian, it is an empire.

A nice complement to Hardt and Negri, don't you think? And it's collectively authored too, which is a real boon these days.
